Tall order this but am going for a long shot, you can but try!

Looking for a potential eventer, something around the 16hh+ mark

The catch here ... it needs to be cheap. like £500-ish cheap

My friend currently has a TB ex racer on loan, but the owners are selling it so she needs a new project. The current horse is shod in front but said friend is interested in barefoot.

Tis easy to get ex racers cheap as chips - get a few contacts for local trainers and ask around - that's your best way of getting a bargain and having something that may event....

Or look on the exracers forum there's always loads for sale/loan on there .... erm, can't remember the url but google ex racers and it should come up!
